He is wrong because the Messenger of Allah (SAW) recited Qunoot only after one month of Ruku. According to my opinion, the Prophet (peace and blessings of Allaah be upon him) sent about seventy men to the mushrikeen who were called Qura ‘. (The Mushrikeen killed them.) These (killing) Mushrikeen were other than the Mushrikeen who had a peace treaty between them and the Messenger of Allah. The Prophet (peace and blessings of Allaah be upon him) arranged for the recitation of the Qunoot and continued cursing against them for a month. (Sahi-Bukhari | Hadith No 1002).
